OCT 1991 Paris Peace Agreement formally titled Agreements on a
Comprehensive Political Settlement of the Cambodia Conflict.
The agreements were the following conventions and treaties: - The Final Act of the Paris

- Agreement Concerning the
Sovereignty, Territorial Integrity and Inviolability, Neutrality and
National Unity of Cambodia
- Declaration on the
Rehabilitation and Reconstruction of Cambodia

1991 Paris Peace Agreements cannot totally pressure Cambodian Royal
Government because of following reasons: 1. The big major parties of the conflict had gone away (Mr. Son Sann, Mr. Son Sen, and Norodom Sihanouk had passed away. Moreover, Mr. Khieu Samphan was given the life sentence). Moreover, the return of Norodom Sihanouk to Cambodia in 1993 and Win-Win Policy (National Reconciliation Policy) from 1996 to 1998 were fully ended civil war, and all parties joined with Mr. Hun Sen. In addition, the creation of Extraordinary Chambers in the Courts of Cambodia (ECCC) was a strategy to destroy Khieu Samphan that was the big major parties in the treaty.
2. The meaning in the treaty have put in the constitute and other domestic
laws. This is the reason that Royal Government protect itself efficiently and
have enough ability to explain it.
3. The interest of signatories: The countries that don't have benefit from
Cambodia, they ignore it. The countries that have from Cambodia, they
protect Cambodia. And the countries that lost their benefits, they bash
Cambodia. Most of signatories don't have benefit from Cambodia.
*Note:
There are only the big major parties in the agreements or in the conflict
that can pressure Cambodian Government to obey the treaty. How can they
pressure while we are knowing that they had gone away?
